Dave is president of Foxback Consulting and Vice Chair of AvaLantic Alliance. He is a senior Mechanical Engineer that can appropriately manage people and projects. In his various career positions, has developed a strong capability to manage various aspects of business and engineering functions. Each successive position has built his knowledge and enabled him to improve efficiencies and grow shareholder worth. He has led and developed highly functional groups in both the service industries and the manufacturing environment. His strengths include:

  • Extensive knowledge in commissioning and pre-commissioning services, operation and maintenance services; including engineering work packs, procedures, onsite supervision and overall project management;

  • Offshore commissioning (both topsides and subsea), onshore commissioning and maintenance, management of integrated work teams for multiple service scopes;

Bob has over 40 years experience as a Planning Engineer, with a successful career in cost control and in project planning for the construction of large industrial projects, shut-downs and turnarounds.

He has efficiently managed teams of planning personnel in various industries including upstream and downstream oil & gas, mining, power generation, shop fabrication, mechanical, electrical and civil infrastructure. One of Bob's new clients is ROCK Networks Inc.

As a specialty, he has 25 years utilizing Primavera Project Planning software, more recently version P6 8.2, and has performed basic, intermediate and advanced training for the Eastern Canadian Certified Oracle Primavera Trainer.

Penny is a senior technology professional with a Diploma in Information Technology from Memorial University. Her success is demonstrated by her beginnings in IT and then smoothly transitioning into other sectors involving construction and fabrication. She has been operating a project services firm for the last seven years. In that time Penny has provided a wide range of project services in various industries including:

  • Upstream Oil & Gas;

  • Refining;

  • Marine Fabrication;

  • Major Bridge Construction.

 

Penny can serve as a key member of any project team. She has experience in vital areas such as:

  • Planning;

  • Scheduling (MS-Project and P6); 

  • Cost Control;

  • Document Control;

  • Training Groups in Business and PM Software.

 

As a member of the Project Management Institute, Penny understands the principles of project management. She previously served on the Board of Directors on the PMI Energy, Oil, Gas & Petrochemical Community of Practice in the role of Service Delivery Lead. She has participated in many workshops at leadership conferences and understands the value of group collaboration.

Wayne Lee is a Construction Management Representative (CMR) certified by Newfoundland & Labrador Hydro.
Wayne is a well diversified person who has worked in multiple projects over the years. He has an extensive background in Electrical Utility Work (Red seal power line technician). He has supervised and monitored numerous successful projects as a CMR, representing Newfoundland & Labrador Hydro both on the Island and in Labrador. Some of the projects include:

  • Ground Grid Integrity Testing;

  • Hydro Substations;

  • Installation of Gas Monitors on Power Transformers;

  • Upgrades to Gas Turbines- Stephenville;

  • Installation of Cable Bridge Tray;

  • Supervised and worked on high voltage power lines from 72KV- 735KV;

  • Installation of SF-6 Breakers.


Wayne has also served as a planner of transmission and distribution projects with Newfoundland Power, which included the planning, construction, and completion of transmission power lines, and inspection of electrical systems. He has worked with numerous contractors as Hydro’s Representative, including: GJ Cahill, Alstom, Stantec, and Pennecon, etc.

Safety is a paramount responsibility that Wayne embraces with pride. He conducts safety talks and continual inspections while maintaining good communication with all parties to ensure that all safety requirements are successfully addressed.

Phonse Fagan, M.Sc., Geophysics, is a petroleum geophysicist with more than thirty years experience in the oil and gas industry. He has worked: 

  • for a major integrated oil company (Amoco) as an exploration geophysicist; 

  • for the government of Newfoundland & Labrador as a geophysical consultant, policy advisor and administrator; and, 

  • as a private sector consultant and trainer. 

In his various professional roles Phonse has presented papers at numerous international conferences to promote oil and gas exploration in the Newfoundland and Labrador offshore and onshore areas.

 

In 2001 he established Petro-Ed to provide oil and gas related training courses for the eastern Canadian market. 

 

In 2005 he established A.J. Fagan Consulting Inc. to provide geophysical and oil and gas policy-advice services.

Gary recently accepted the position of Director of Programs and Project Management at ROCK Networks Inc.  He is Chair of AvaLantic Alliance and former president of Linear Project Services Inc. Gary is a senior Civil Engineer and certified Project Management Professional with a wide range of project experience in the contracting, consulting, utilities, and federal & provincial government sectors. 

Gary's project involvement during his 30 years of industry experience includes:

Ron LeDrew is an independent consultant with over 35 years of experience in project management in both the public and private sectors. Ron is a registered professional engineer in PEGNL and a member of the Society of Petroleum Engineers (SPE). He also holds the designation of Project Management Professional (PMP).  He has over 28 years of experience working in the NL offshore oil & gas industry and has held senior positions in areas related to industrial benefits, R&D and workplace diversity. He has been involved in all of the major offshore projects including Hibernia, Terra Nova, White Rose, North Amethyst and Hebron.  

 

Ron is extremely familiar with the operations of the C-NLOPB and over the progression of his career has accrued a great deal of experience working under the legislative requirements of the Atlantic Accord Implementation Acts. He also gained hands on experience in the development plan and public consultation process and has prepared benefits plans for new development projects as well as for offshore exploration programs. Ron has considerable experience in strategic corporate planning and managing stakeholder expectations and has a track record as a productive team player.

With over 30 years working as a professional engineer, Dave has a range of engineering experience in building renovation and construction, heavy civil and geotechnical engineering. His background even includes Airport facilities.

 

With an MBA, his experience also includes more than 15 years in senior management, responsible for facility operations and management, building construction project management, and facility security services.

  • Overseen a diverse team of 140 – 200 employees with operations and project budgets both exceeding $10M.

  • Project experience in multi-discipline projects from concept to completion.

  • Project planning, construction schedule and budget monitoring on a range of construction.

  • Extensive experience in building operations, facility maintenance and assessments, procurement, service contract development and management.

  • Extensive experience in management of people, finance, occupational health and safety,  strategic planning, HR planning.

  • Experience managing in a unionized environment and in contract negotiations.

  • Design and construction experience in buildings, heavy civil and geotechnical engineering.

Jeff Walsh is President and CEO of Seashore Maritime Services Limited and MIR Ltd. In 1985 Jeff Walsh graduated from Memorial University’s Marine Institute’s Department of Naval Architecture, specializing in marine systems design. During his early career, Jeff was heavily involved in shipboard operations, maintenance and repair and eventually on to vessel design, field engineering and supervision,  Project and Shipyard Management involving mid life refits of vessels ranging 30 million dollars.

Seashore Maritime Services undertakes:

  • Marine Insurance Warranty Surveys, and Major Vessel Casualties;

  • Suitability and On-Hire Surveys;

  • Technical Representation and Project Management Services;

  • Vessel Management.

Seashore’s clients include marine and cargo underwriters, vessel owners, charterers and managers, marine lawyers, marine adjusters, shipyards and marine repair companies.


During the past three years, Jeff has lead Seashore’s development of the Vessel Safety Management System (VSMS), based on the widely-used Oracle® database.
